Recently, the Institute for Conflict Studies and Humanitarian Action (IECAH) published a report of the review study of the coordination mechanisms of the response to mixed movements in Latin America and the Caribbean (LAC). This report is the result of a joint initiative by DG-ECHO, AECID and IOM, in collaboration with UNHCR and OCHA, and with the support of the LAC RMD Coalition, IFRC and UNDCO.

The objective of the study was to identify the strengths, gaps, duplications and complementarities of the coordination mechanisms to respond to mixed movements in the region. Based on the findings and results, recommendations have been made to improve their effectiveness, address gaps and strengthen good practices of existing coordination mechanisms. Particularly, it has focused on the Regional Group on Risks, Emergencies and Disasters for Latin America and the Caribbean (REDLAC), the Regional Interagency Coordination Platform for Refugees and Migrants of Venezuela (R4V) and the Thematic Coalition on Human Mobility (IBC- HM).

At RET, we have actively participated in focus groups and surveys that have contributed to this study. As partners of REDLAC, R4V and the LAC-RMD Coalition, we consider this exercise to be of great value in understanding the operational and strategic challenges of the various existing mechanisms. We are committed to supporting actions that contribute to compliance with the recommendations presented.

One of the key recommendations is to expand the mandate of the coordination of mixed movements with an approach based on needs and vulnerabilities, beyond nationality and residence of origin. It is proposed to aggressively adopt a route-based approach as a comprehensive strategy to address the needs and protect the rights of migrants and refugees at every stage of their journey.

At RET, we are proud to be part of this initiative and reaffirm our commitment as actors in complying with these recommendations. We firmly believe that, through more effective coordination focused on the needs of the most vulnerable, we can contribute to a more robust and relevant humanitarian response in the region.

RET colabora en la coordinación de respuesta a la migración en América Latina y el Caribe

Recientemente, el Instituto de Estudios sobre Conflictos y Acción Humanitaria (IECAH) ha publicado el informe del estudio de revisión de los mecanismos de coordinación de la respuesta a movimientos mixtos en América Latina y el Caribe. Este informe es el resultado de una iniciativa conjunta de DG-ECHO, la AECID y la IOM, en colaboración con ACNUR y OCHA, y con el apoyo de la Coalición LAC RMD, IFRC y UNDCO.

El objetivo del estudio es identificar las fortalezas, brechas, duplicidades y complementariedades de los mecanismos de coordinación para responder a los movimientos mixtos en la región. Basándose en los hallazgos y resultados, se han formulado recomendaciones para mejorar su efectividad, abordar brechas y fortalecer buenas prácticas de los mecanismos de coordinación existentes. Particularmente, se ha enfocado en el Grupo Regional sobre Riesgos, Emergencias y Desastres para América Latina y el Caribe (REDLAC), la Plataforma Regional de Coordinación Interagencial para Refugiados y Migrantes de Venezuela (R4V) y la Coalición Temática sobre Movilidad Humana (IBC-HM).

Desde RET, hemos participado activamente en grupos focales y encuestas que han contribuido a este estudio. Como socios de REDLAC, R4V y la Coalición LAC-RMD, consideramos que este ejercicio es de gran valor para comprender los desafíos operativos y estratégicos de los diversos mecanismos existentes. Estamos comprometidos en apoyar las acciones que contribuyan al cumplimiento de las recomendaciones presentadas.

Una de las recomendaciones clave es ampliar el mandato de la coordinación de los movimientos mixtos con un enfoque basado en las necesidades y vulnerabilidades, más allá de la nacionalidad y residencia de origen. Se propone adoptar con decisión un enfoque basado en la ruta como una estrategia integral para abordar las necesidades y proteger los derechos de las personas migrantes y refugiadas en cada etapa de su viaje.

En RET, nos enorgullece ser parte de esta iniciativa y reafirmamos nuestro compromiso como actores en el cumplimiento de estas recomendaciones. Creemos firmemente que, mediante una coordinación más efectiva y centrada en las necesidades de los más vulnerables, podemos contribuir a una respuesta humanitaria más robusta y pertinente en la región.
